the carter administration made A LOT of enemies when, early on, it sided with greens and opposed dam building, but the army corps and bureau of reclamation and states weren’t against greens, they were against stopping the $ flow. if you fund it, they will support it
if you give the army corps a trillion dollars for wetland/riparian restoration i personally guarantee you that every congressional seat representing marginally unproductive ag land needing an exit strategy will support in exchange for juicy buyouts
the army corps and bureau and contractor and engineering community will absolutely rally behind any policy where the federal government allocates money to moving dirt. especially if they get to greenwash it. and the banks will LOOOOVE any GND that cuts them in via underwriting
i absolutely 100% understands this betrays the spirit of what some people wish for, but the political reality is that sometimes you have to grease the wrong wheels for the right outcome. it sucks and i hate it but for some it may be better than “bRiNg cOaL bAcK” contemprary GOP
