2. A great many Highland campsites are shut. Many/most public toilets here are shut. Yet, there are campervans everywhere.

This is obviously not an issue for some (many?) campervanners.
I'm guessing that the random dumping of chemical waste tanks must be widespread.

4. Highland campervanning is currently thriving. But I doubt there is adequate infrastructure, education & regulation in place to support (and protect against) this activity
