What I'd do if I was Agnelli to fix the situation Juventus is currently facing:
MUST SELLS:
First of all, my first action would be to get the deadwood directly out of the club, one of the very first names would be DANIELE RUGANI.

Despite his time at juventus, he has never been able to fulfill his full potential at the club and has had a lot of bad moments.
Now, we already have a young defender who could fill the role of Rugani, that being ROMERO.

Romero has yet to be given the opportunity to show his potential at Juventus, it'd be more ideal to give him a shot in the coming season.
Another player that I would look to immediately sell would be BERNADESCHI.

Bernadeschi has had quite a long spell at Juventus and a MULTITUDE of chances given to fulfil his potential..yet he never did. It's fair to say that bernadeschi has been a failed project for juventus.
Another player to sell would be BONUCCI.
He is one of our worst capitans yet. He has no real mentality and has been one of our largest defensive liabilities this season.
His attitude in the lockeroom is problematic and is an issue that must be fixed.
We must part ways with him.
HIGUAIN is another player who I'd be looking to immediately sell.
He earns 240k weekly to play essentially dead football and contribute to nearly nothing to the club, yet players that do everything such as Bentancur earns only 22k weekly!

Higuain must go.
SAMI KHEDIRA is a player that MUST GO AT ALL CIRCUMSTANCES
He eats up 130k weekly only to play barely any matches a season and is highly injury prone, and with the fact that I doubt anyone would want him at their club, we must go for one option.

That is Contract Termination.
DOUGLAS COSTA is another player who should as well be sold.
He earns 190k weekly and does put up some good performances, but the issue is, he is FAR TOO INJURY PRONE.

Costa would most likely be the easiest to sell with his ability & the fact that Prem.League clubs are interested
BLAISE MATUIDI has had a good time at Juventus, but his football is simply not enough to be considered good for Juventus.
In recent years, Matuidi's way of play has been quite dead and often fractured, he has been a liability in the midfield and we have to part ways soon.
Perin & Pjaca would also be receiving the boot here with their loan spells and the fact that we essentially do not need them.

Now onto the potential TRANSFERS.
First and foremost, we Juventus have to strengthen key areas of the game, mainly being our fullbacks/wingbacks & the midfield area, however, we've already received reinforcements.
KULUSEVSKI in my opinion will become a key player for Juventus going forward.

He will have more creative responsibilities and can do well as a '10' behind Ronaldo & Dybala.
Kulusevski will also be a player that can immediately take attacking responsibilities off of both Ronaldo & Dybala and let them go deeper and drive into their opponents more.

The freedom given & responsibility taken off the two will be crucial for Juventus going forward.
ARTHUR is another player who'll be a CRITICAL improvement to Juventus' dead midfield.

He has:
-Ability to hold possession excellently
-highest pass accuracy in La Liga + 3.8 long balls PG in UCL
-excellent creator from the deep end who can spear through defenses with his passes
Arthur has arguably been a footballer who has never been able to achieve his main and true potential at Barcelona, same goes for creators such as Coutinho, perhaps Griezmann, De Jong, etc.

At Juventus, he'll take more responsibility and will have a more key role.
Let's also look at a player who'll be looking to improve greatly in the 20/21 season.
One of them is BENTANCUR.

Bentancur should undoubtedly take the role of Regista/DM as he has:
• Strong defensive reinforcement
• More than a DM, he's shown potential at mezzala as well
Bentancur has already begun adaptation & improvement with Juventus in the 19/20 season, and with Arthur & hopefully a stronger midfield, he'll likely thrive under the role of Regista and expand his experience.

A key aspect to Juve's future as a whole.
Despite this, Juventus still needs more reinforcements such as:
• A 3rd midfielder who can break defensive lines
• Stronger fullbacks/wingbacks
• A good backup striker
• Someone who could do well on the attacking end and create chances.
We have several candidates for these roles, one of them being ZANIOLO.

Zaniolo is a footballer who has been linked with Juve several times and has enormous potential.
Zaniolo directly spears through defensive lines and currently is a phenomenal creator.

The signing of Zaniolo would be one which would be CRITICAL for Juventus.

If I were the board, I'd offer BERNADESCHI + RUGANI (with cash if necessary)
This deal could do both Juventus & Roma well, as Juve would lose two liabilities & Roma would not only receive a direct replacement for the absence of Zaniolo, but would also have a much needed defensive reinforcement, especially on the case of Smalling.
Another deal I would like to make (depending on the situation of Zaniolo) would be MATUIDI + CASH FOR AOUAR

It's no secret that Juve has been linked with Aouar for quite some time now, but the Lyon President is also very interested in Matuidi.
Lyon's President himself has stated that he would love to have Matuidi at his club! Which he is also open to having Aouar join Juventus, it's ultimately be a win-win scenario for both sides.
Now as @bothgoats said, this midfield trio, with Zaniolo/Aouar, would be the PERFECT midfield trio for Juventus.

• A Sturdy DM who has ability to play long balls
• A MF who can connect through the pitch well with creativity
• A creative AM, what Juve needed in years.
Juventus would have a perfectly balanced midfield that would supply Cristiano Ronaldo & Paulo Dybala with the service they ever so desperately needed to make things tick.

Dybala & Ronaldo have already been sensation with abysmal service, imagine what they'd do with this. [tbc]
Onto a Back-Up striker, we could get one in the names of:
• Gerard Moreno, who has a fantastic spell at Villarreal in the 19/20 szn
• Lucas Ocampos
• Gabriel Jesus (unlikely, however an offer of Douglas Costa + Money for Jesus could be ideal)
• Duvan Zapata (unlikely as well)
Any of these players could be able to come with the role of being a SUPER-SUB, they have the ability to work quite well with Cristiano & Dybala, giving the two more freedom and attracting the eyes of defenders, giving Ronaldo & Dybala ever so less responsibility.
Players such as Gabriel Jesus & Zapata have already been linked with Juventus in recent months and could be ideal for the club, but with the time given in this transfer window, the board is going to have to work fast and diligently.
Gabriel Jesus could be the most likely transfer yet, even if it seems laughable.
Jesus' role at Manchester City is consistently being placed in jeopardy with Man City looking for new attacking footballers in the name of Joao Felix, Lautaro Martinez, and more.
Though, there's still one key aspect not spoken of thus, and that's our fullbacks/wingbacks.
We absolutely need to reinforce the area immediately, as our current supply is undoubtedly unreliable.

As I forgot to mention this earlier, I'd also give Danilo the boot and sell him.
There are options across Europe that could do expectionally well.
Names being:
• Alex Telles
• Robin Gosens
• Sergino Dest
Robin Gosens looks to be the most likely option, as he has already stated that he would never turn down an offer from either Juventus or Inter Milan.
Now is the time we make the move to reinforce that arena, and Gosens would be a perfect fit for Juventus.
However..with the sacking of Sarri, Juve is also going to have to look for a new manager.
The most ideal and likely being:
• Inzaghi
• Pochettino
• Zidane
If I was Agnelli, Pochettino would be the first choice.
His philosophy already fits Juventus well, and with the players he ever so desperately wanted (FE: Paulo Dybala), he could finally play the football he desired.
Other players that could remain on Juventus' radar can come in names of these:
• Thiago
• David Alaba
• perhaps Locatelli
Besides that, these moves would be most fitting for the desired revolution of Juventus, at least in my opinion.
Forgot to mention this, but I'd automatically attempt to decrease the wages of both Aaron Ramsey & Rabiot, most importantly Ramsey as he earns as much as Dybala weekly.
