Fans came to PIC expecting TNG nostalgia because with Picard at the fore and literally in the title, how could you not. Patrick Stewart and the showrunners tried really hard to warn us against this deeply natural impulse leading up to the show because it’s actually TOS nostalgia
This is my primary take on why that season worked for the people it worked for and didn’t for people it didn’t work for, based on my experience and the comments from fans and people involved in the show
Like, literally every interview leading up to the show, no matter who it was, they made sure to say that it wasn’t gonna be a TNG nostalgia kind of show, but no matter how often it gets said, that’s really hard to overcome
That being said, so much of the themes and how they were presented, along with every single bit of design at Coppelius just SCREAMS TOS, and yeah, that can be pretty jarring when you’re primed for TNG
