Adding the caveat "which already exists" or "Obamacare does this" just means you as the reporter or editor have admitted Trump did nothing. And yet if he's done nothing why did you write this story? The responsible way to cover this is by framing it as a PR stunt or ignoring it.
Obama did routine public events every day and after 2010 nobody really covered them with interest. They weren't groundbreaking news, which is fine — not everything the president does should be news. Especially if it's a meaningless EO. But if Trump says 8 words it's BREAKING NEWS
