On 8th August ‘16, 2 blasts in Quetta killed 70 (mainly lawyers) & injured 130. The blast was following Advocate Bilal Anwar Kasi’s killing, the president of Balochistan Bar Association. The Quetta blast exposed how state turns deaf to the Baloch voices.

A one-man judicial commission was formed to investigate the deadly Quetta blast. The report was compiled by Justice Qazi Faez Isa of the Supreme Court. In one of the most damning commission report in the history of Pakistan, Justice Faez held provincial government, federal...
... government, intelligence & security agencies responsible. In the report, Provinical Interior Ministry was found incompetent & called a ‘failure’ as they failed to combat terrorism. Justice questioned ‘why’s state reluctant to take action against the terrorist organisations?’
Acc to Justice Faez, ‘Proscribed organisations continue their illegal activities and new terrorist organisations are proscribed after long delays. Some terrorist organisations have still not been proscribed or prosecuted, even when their statements acknowledging terrorist...
... attacks are broadcast and printed.’
Jamaat-ul-Ahrar, claimed responsibility for multiple attacks in Balochistan & state still didn’t ban the organisation. In addition, commissioned expresssed concern over establishment’s tout former Federal Minister Ch Nisar Ali Khan...
... meeting with Maulana Muhammad Ahmed Ludhianvi, head of Sipah-e-Sahaba, Millat-e-Islamia and Ahle-Sunnat Wal Jammat (a proscribed group) on 21st Oct ‘16. In spite of pictures, Ch Nisar denied doing so. Perjury, I think so? Also, commissioned questioned why Ch Nisar only...
...called only one meeting of the executive committee of the National Counter Terrorism Authority (NACTA) in over 3 & a half year. Justice Faez also questioned why Ch Nisar neglected decision by his ministry & allowed Ludhianvi, head of banned organisation to hold public meeting?
Most important observation of the commission was regarding National Action Plan (NAP). Commission found that NAP isn’t a well structured plan & state failed to implement & monitor it’s goals. In the words of the report, ‘The National Action Plan should be made into a proper...
... plan, with clear goals, a comprehensive monitoring mechanism, and periodic reviewing. It should also be translated into Urdu for wider dissemination and understanding.’
At the end, commission report said, ‘Abide by the laws: the Anti-Terrorism Act (“ATA”), Nacta Act,...
... the Pakistan Penal Code, and above all the Constitution of Pakistan. It is an abomination to have laws, and not enforce them.’
4 years later, even a lay man can guess how many recommendations of the commission report were taken seriously.
Also, we can clearly see the reason behind the case by our state against respected Justice Qazi Faez Isa?
In Pakistan, when a brave person like Justice Faez holds the one responsible one accountable; esp the ones in Army & backed by the Army, such cases are normal.
Lastly, there’s still no justice for the martyrs of Quetta. There’s still no change in policy of the state regarding Balochistan. There’s still no accountability over Army’s action & lack of action in Balochistan. There’s still no peace in Balochistan. Who’s responsible?
