Johns Hopkins University has decided to backtrack, and the autumn term will now be entirely online rather than on campus. The link below sets out their thinking.
Even tho' they're US not UK, I think there's relevance for UK HEIs. A short thread follows https://covidinfo.jhu.edu/university-messages-and-announcements/changes-to-plans-for-fall-semester/

Firstly, their trigger points have numbers on them. Its a case rate of 27/100000, and a rise from 9/100000 in the past month. This perhaps gives a useful benchmark, if universities can access time series local data, for decision-making
Secondly, the plans they had made were already for very mixed mode teaching, and included testing of students. (I've seen fortnightly testing mentioned but can't source this.) They've backed down from a cautious position with plenty of mitigation.
Thirdly, they've cut their fees for the autumn term by 10%. Not a lot, but it speaks to the different experience students will have.
Yes, they have a big endowment, yes, they're probably spending more, but still they recognise the VfM question.

Fourth, in their message to undergrads, they spend a lot of time on financial hardship for students and on the feel of the experience. Its good relationship-building stuff. https://covidinfo.jhu.edu/university-messages-and-announcements/changes-to-plans-for-fall-semester/
We'll know in a few months whether the #2020MadeUs campaign was effective confidence building or optimistic boosterism. The virus will behave as it behaves.
The lesson I take from @JohnsHopkins is that there's no harm in being ready to make a 180 degree about turn if necessary

And everybody is tired so its very hard to take this message on board. Plus we don't want to waste our preparatory work. If you're able to, have a week or two off and then come back at this with fresh eyes.
I'm rambling now so thread over!
