Put it another way. There are 6500+ private aided schools in TN. Of these, at least 50% of 3000 odd schools are run by religious minority institutions. That is, Govt spends at least 2000 crores per year on supporting minority run institutions.

The Govt of TN pays salaries of 6000 teachers that are in Govt and private aided schools, but who are in schools with higher-than-required teacher-to-student ratio. They are not being redeployed to schools running short of teachers to avoid transfers and disrupting their life /2

1800 of TN's Govt schools are functioning with < 10 enrolled students. 45 did not have a single student enrolled in July 2018. GoTN keeps blocking 40 Navodaya Vidyalayas on grounds of Hindi but will subsidize an equal number of schools just to avoid troubling Govt teachers /3
