60 teams
At least 120 ADF
1150 yesterday biggest single day effort
~1000 people were home
150 could not and have been referred to VicPol
500 cumulatively could not be found and have been refer to Vic Pol

A smaller number not at home than we have seen
May be lawful reasons for not being home
Vic Pol will investigate and have additional fines they can levy
Observed less volume on the road but will confirm with data later
Education Minister support for school students welfare and MH and balance of yr 12 play out

VCE students
Every other year level have time to catch students up but for yr 12 this is it
Many students and parents worried about VCE scores and ATAR
Previously special consideration on case by case basis
This year announcing every student will be individually assessed and any impacts from COVID will be reflected in ATAR ranking
Look at:
School closures
Long absences
Increased family responsibilities as a result of C-19

All factors will considered
Can go inn to exams knowing they will not be disadvantaged and scores will be fair reflection of the year
Additional MH support and support for vulnerable kids
Always said vulnerable kids are most disadvantaged
28.5 m of MH and wellbeing

Increasing MH training 1500 school staff
Rolling out MH practitioners to 85 specialist schools
Already in mainstream schools
Navigator program increase by 33% for students who have disengaged
CHO

Numbers are reasonable
Have seen fluctuations
Can occur with batching of results from labs
Seeing 4-500 a day
Looking for effects of interventions
Masks will show in days to come
Stage 4 after that
Small number of cases in disability services
Vulnerable setting and want to protect them as much as possible
Controls so AC failures aren't repeated?
Workforce a bit more stable and doesn't work across as many settings as AC
One positive
Hand washing, not working if unwell, distancing where possible, PPE
Hospitalisations
607 increase of 69
41 ICU down by 1
28 ventilated
When will cases fall?
Crystal ball gazing not particularly useful
Within 14 days
HCWs getting it repeatedly, more than once,
With 911 active cases effect on staffing?

No cases in Australia of repeat cases
Very rare or doesn't actually occur
Probably dead virus and not transmissible

Strain on staffing
More in AC
Nurses more represented than doctors
Relates to closeness of care provision
Also ancillary staff
Is a strain
Being managed
Infections relate to PPE?
Not my area
CMO investigating
Requires investigation
Some clearly in hospital setting, some in AC
Not always possible to know
Always must make assumptions that everything that can be done is
Work of Safework Vic shared with CEOs of hospitals and everything should be done to protect HCWs in fullest way possible
If signals PPE is insufficient should be fed back both in International guidance and Vic guidance to HCWs which to be fair is more conservative than national guidelines
Mystery cases dropped from 107 to 60, that can we read into that?
Decrease in time
As community cases decrease we will see decrease in outbreaks and decrease in last line of defence which is HCWs
CT as a proportion of cases has come down from earlier in July
Push back VCE exams ?
Ed Minister

No reason to
Moved GAT

Lsat VCE on Dec 2
Enable them to receive ATAR

ATAR is a ranking
IF 85 then in top 15% of students
DOn't have to make those adjustments with the Unis
Students will be individually assessed based on school level evidence
Schools will range students and also to rank them if it were not for COVID
Will be a standardised adjustment and reflected in ATAR
Students slip through cracks?
Range of things
Teacher assessment
School assessment
Assess course work
GAT
and VCE exams and ensure it is fair for every student
Will give teachers time to do this extra work focussing on these assessments

Yr 12 teachers often are asked to do other classes but will make sure they have time for this work
Will get ATAR scores by end of year

Online?
Not confident can do that
NAPLAN online had significant challenges
VCE exams may look a bit different in terms of social distance as per CHO advice
How many students get special consideration?
Can't tell you as will assess every student
Might have had virus themselves, a family member, closed schools, effects on MH

Teachers will rank them now and where would you have ranked if not for COVID and why
Ensure one school not more lenient?
Get data for every school and look at different reasons why a school saying an adjustment needed
Lot of data points to back this up
Why might ATAR change?
Significant event, long term illness
A major event might make grade go from C to A and minor adjustment like bingle on way to test make it go C to C+
If significant adjustment made could change ATAR score as it is a ranking of all students
Premier

No 500 referred to police and they will determine if done right or wrong thing
Are you confident can preserve jobs on other side?
Speaking to enormous numbers of people

Have we consulted everyone-no

But this is what we have to do-no choice
Challenges
Will be massive job to repair economy
but have to fix health problem first
Real estate industry left in dark?
Auctions go online
Do people just need to be patient ?
Won't be lecturing people but will say this is necessary
Yesterday said you weren't responsible for hotel quarantine program, have you done own internal inquiry to see who is accountable?

In general terms matters not for me to determine

Have you made own inquiries?
No, not going to make assessments of myself
