The logic behind the content curation is that the more apps there are on a store, the more the clutter, the more it is difficult for users to find valuable apps and for developers to make users find their apps.
If there are too many apps, only big companies with money for ads can give visibility to their titles, while many little studios would see their experiences drawn in an ocean of thousands of apps (unless they are featured by a store).
If the store has fewer apps,it is easier for users to find what they need and for developers to sell well.
In a healthy store,there are not only stories of big successes,but also many stories of apps doing quite well that make their creators survive. Chris calls them "The Middle"
The bigger the middle, the healthier is the store. Because it means that even if you're not making a super-hit (like Beat-Saber), you can anyway survive just by doing a good product
To guarantee a healthy store, all the apps not providing enough value should be rejected. This is what Oculus is doing by asking for a concept document and rejecting all non-conforming games.

These are the most common reasons for a game rejection on the Oculus Store
There is something called the $10 test: if an app, according to the judges, is not worth $10 of value on the Oculus Store, it gets rejected.

Chris explains that no feedback is given to devs about the reasons for the rejection because:
1. Sometimes there is not even enough info in the document to give precise feedback on how to improve
2. Given the high number of submission, they have not the time to write deep and detailed feedback for every team
Talking about the categories of under-represented genres on #OculusQuest, Mr. Pruett lists the below categories.

It may be a cue for all #gamedev out there about what kind of experiences @oculus is looking for...

At the end of the talk, he also talks about different personas of customers that buy #VR now or that will buy it in the future.
