So, I spend a lot of time studying landlord behavior and have been meaning to put this in an article.

1) Landlords have bullish expectations of finding other tenants - an essential worker, someone who was making $600/wk on UI

2) Landlords fear moral hazard re: nonpayment https://twitter.com/lydiadepillis/status/1291490276574363649
...they don't want to do payment plans with everyone and lose rent in the larger building

3) Landlords don't want the hassle, and maybe the carrying costs of an empty unit are lower than an occupied and low-paying one

4)Lots of evictions happen for reasons other than nonpayment
...often for unsavory reasons like too many 911 calls, which is a major issue for abuse victims.

5) Landlord culture does not see people who pay the rent late as deserving - check their online forums!
6) Some people are being evicted for pre-COVID delinquency so they are seen as lost causes

7) Most landlords are insufficiently capitalized and made a bad business decision to get in this game. They are likely to act irrationally in this time of stress
