According to what we know, the ammonium nitrate arrived to Lebanon in late 2013 on a ship with a Moldova flag, destined to the Mozambique, it was never meant to be offload in Beirut nor was it destined to the middle East at all.

The ship crew where near Lebanon and informed the Lebanese port that they are facing technical issues and asked to dock for an technical help.

But then Lebanon received several arrest warrant for the ship for unspecified reasons, and its owners then decided to forfeit the cargo and the ship.

After that, lawyers helped them leave the ship and Lebanon, back home claiming risk and human rights. They were allowed to leave.

However the issue here is that the port authorities were speaking with a judge from a judicial branch that isn't tasked with the issue.

During that period they stored them in the port, where all seized material is placed. Legally, the material was not seized under a judge order, as the judge was not informed yet that the owners forfeited the material.
The port authorities didn't respond. They sent on almost a yearly basis since 2014 the exact paper to the same judge that the army doesn't want the material and they told us to go sell it to the exact person " Majid Al Shamass", an exclusive explosives importer to Lebanon.
And since then, nothing changed. The material was always waiting to be sold, as the port authorities were waiting to find a legal loop by the judge to allow them to sell it.
If it was really for Hezbullah, it would obviously not be up for selling by the local authorities.

That aside, does the Mozambique really import that large amounts of ammonium nitrate? Well yes they do.
As we already know, Georgian authorities already confirmed that this shipment was from them. That aside, they are the sole producers in the Caucasus.

The Mozambique is one of many importers of that that Georgian ammonium nitrate that they use as fertilizers and for mining work.
Usually this material is mixed with tannerite for mining.

The Mozambique imported up to 26,377 tons of ammonium nitrate in 2017.
This is why their is no need to speculate the 2,750 tons in Beirut weren't meant for there. That's just 10% of their yearly imports.

This is why there is no doubt that that exact ammonium nitrate shipment was not meant for Hezbullah and stored for Hezbullah.
It was just bad fate it ended up here and corruption that kept it there awaiting legal justification for selling for personal benefit.
