When someone wears a bra that fits them well or is close to their optimal fit, their breasts will often look smaller than someone with the same volume of breast tissue who wears a bra with a less optimal fit.
Of course, optimal fit is subjective, but many people who are surprised that someone who “looks small” wears a D or DD or DDD or G or what have you, are actually surprised at and unfamiliar with what an optimal fit looks like.
A bra that is made for your size will 1) fully contain your breasts and 2) project your breasts forward instead of to the side (which is how minimizers work, btw). Both of those things together give the impression of smaller breasts for people who are less familiar w/ bra sizes.
Here’s an example from a bra boutique (which I believe is Black-owned) named Up Where We Belong. Notice how her breasts are more lifted and have more forward projection in the blue bra.
