Happiness isn't a state, it's a sensation we notice based on contrast or change - like a wind that hits wet hands or the shift in light as the sun sets or rises. It doesn't stay. It's not permanent.
If it did or if it was it would cease to exist because it only exists in comparison to what has become normal. If it stayed it would become its opposite. It would become boredom.
