This module has a long story. Originally, it was build in 1990s as a backup for the Zarya (FGB) module, then became the laboratory module. It should have been launched in 2007, but due to the lack of funding and some technical problems it is still on Earth.

In 2013, the contamination with the metal shavings in the fuel system of the module was found, and it couldn’t be completely eliminated. There were two solutions: clan the fuel tanks as good as possible and launch the module with old tanks, or replace the tanks.
