As such, they've never been a risk, because they've never been a viable attack vector for Bad Actors.

So what happens when everyone is allowed to Vote From Home?
Bad Actors can now spam votes for every citizen.
Those ballots will be crossed reference with registered voters, and some will be thrown out.
This takes time. Humans need to open all of those letters.

My theory is that the people who don't see this as a concern are either:
1) in denial about there being any "Bad Actors"
2) just don't want Trump to win so they don't care how he ends up losing
