Recommendation #1: Cover all greenhouse gases and sectors. Net-zero targets should be comprehensive. Countries should also consider including international aviation and shipping as a means of reflecting their highest possible ambition.
Recommendation #2: Establishing specific time frames for achieving net-zero targets is vital. Countries with the highest emissions and greatest responsibility and capability should adopt the most ambitious target time frames.
Recommendation #3: Separate targets should be set for GHG emissions reductions and net-zero or net-negative
emissions. Distinct targets provide a clear road map for
decarbonization, scaling carbon removals, and achieving
net-zero or net-negative emissions.
Recommendation #4: Avoid or limit use of offsets. Countries should prioritize reducing emissions within their borders rather than relying on int'l transfers. If they are used, countries should limit the portion of the target that may be met through int'l transfers.
Recommendation #5: Net-zero targets should be clearly communicated. Governments can better secure understanding and buy-in by providing clear information on the net-zero target, including its coverage, time frame, decarbonization targets, and use of international transfers.
Recommendation #6: Net zero targets should inform near- and midterm climate action, including targets and policies, NDCs, development plans, policies, investments, and long-term low-emissions development strategies to support just transitions.
