1. Only 1/10 new $ estimated to reopen sustainably.
2. Blunt 'open-close' instead of localised linked to community health data for catchments
3. Minimal curricular adaptation

5. No representation of named education policy experts and pedagogical experts, including teachers and boards in planning draft.
6. Missing longer-term plan for this year and into 2021-22.
7. Missing integrated remote learning plan. Does NOT = online only or livestreaming class.
8. Basic physical distancing not implemented in elementary.
9. Schools should be treated as closed systems to minimise risk. Unclear how custodial staff, busing routes, and nurses will be allocated.
10. Unclear how services will be directly delivered to HHs/students in need.
This is not 'off the top of my head'. It's based on evidence and policy work I've been reviewing and doing since the end of February. This is unsustainable in a context where the virus HAS NOT been eliminated.
