NEW: @GovTimWalz has set up a formula as to whether schools can reopen, based on the per-capita level of #COVID19 cases in a school’s county. With cases as they are now just over 20% of the state’s population would be in classrooms full time. 40% would be hybrid:
Hennepin and Ramsey counties would both be hybrid for all students, if school were to start today.

Dakota, Anoka, Washington, and Carver counties would be in-person elementary, hybrid secondary.

St. Louis County is in-person for all. Stearns County in-person elementary.

Also note: this is a “base learning model.” Under this plan, schools can adopt a stricter plan than this — just because the state says they CAN have in-person learning doesn’t mean schools HAVE to have it.

[Number of cases over the last 14 days] / [County population/10000]

If the number is less than 10: in-person learning
10-20: In-person elementary, hybrid secondary
20-30: Hybrid all
30-50: Hybrid elem, distance 2nd
50+: distance all
