Within my state, for example, the department of wildlife is a rogue self funded industry free from governmental intervention as to spending priorities or anything else for that matter.
Their licensing fees aren't distributed locally, which has given them enough power to offer alternative conservation contracts that are rate competitive to anything the Feds are offering.
Which sounds like an excellent, although perhaps uncontrollable, alternative until one realizes that existing CRP averages not renewed by the Feds don't quality for the presence of a grass species no Farmer rancher wanted in the first place.

So a producer wanting to participate would have to break said grass, and then turn around and replant said alternative grass. Which as detailed earlier isn't of forage quality either.
