AFFH stands for Affirmatively Furthering Fair Housing. It was implemented by Obama and Castro to create a planning framework to better understand the barriers to fair housing. It’s was never going to CREATE AFFORDABLE HOUSING.

HUD already provides these “suburbs” (if they meet the criteria) with funding where they are required to follow fair housing and income guidelines in order to provide assistance. There are many different programs across all of HUD.
Most suburbs do not have what we think of as “public housing” but most of them absolutely have housing authorities that oversee voucher programs. They may even have scattered site housing or a few apartment complexes.
HUD has two main programs it funds for affordable housing - HOME and CDBG. Almost every state, city, county local municipality gets these funds through a formula allocation. These funds can be used for all types of housing-related activities for eligible persons.
All of these jurisdictions who receive these funds are REQUIRED to follow fair housing rules. AFFH was an extra step to help local jurisdictions delve even further into the barriers that exist and hinder fair housing. fair housing is not going away.
Rescinding this rule will not “stop” affordable housing being constructed or people being helped in the “suburbs.” It just shows how fucking racist this administration is because they don’t care that we need MORE protections for the most marginalized persons.
Now, back to AFFH - it was SUPPOSED to be a rule that required jurisdictions who received HUD funding to take PROACTIVE actions to address longstanding patterns of segregation, discrimination, & disinvestment. It requires jurisdictions have a plan to address these patterns.
If you didn’t know - these jurisdictions were already required to do this in a much smaller fashion but AFFH essentially expanded that requirement. This administration rescinding this rule is basically saying they’re okay with federally sanctioned segregation and discrimination
(Which of course we have seen throughout and just look to the new shelter rule for how they are actively pursuing discrimination)
ANYWAY - To conclude, this isn’t actually going to stop “low-income” housing in the suburbs....it’s just a massive dog whistle (a dog vuvuzela, if you will)
And just an FYI - affordable housing does not reduce your property values.
