Baffling. First fin secy tells Parl Panel can’t pay states’ share of GST now AG says Council can borrow. But Council includes both centre & states. Why must states borrow to compensate for their own share which has been illegally kept by Central Govt? 1/4

According to constitutional arrangement #GST revenue is to be divided b/w Centre & states. Central Govt has no legal right on share of states. Its refusal to pay share of states is like sequestering money which it has collected on behalf of the states WITH their consent! 2/4
One wonders what must states crunched for resources do? Why should states not call for status quo ante & abolition of #GST so they can collect VAT which is their constitutional right and they were doing pre GST? How must they meet their requirements? @FinMinIndia
And this flawed GST model full of false promises was touted as the big reform. #GabbarSinghTax
