Given the state of international world, with the Chinese economic system with broad network of quasi tributary paying satellite and aligned authoritarian states like Russia, Iran, and others any reform proposal is dead before the ink is even dry on the circulated proposal. 3/n
This presents a simple conundrum which is basically true of most any international agreement in 2020 and definitely anything involving China. You can reach a political agreement that effectively worthless or not reach an agreement that means something. You cannot do both. Enjoy.
