I feel like all school reopening opinion pieces have what I would call "the pivot" (is that a thing people call it?)
The place about 2/3 of the way through where the authors go from laying out their plan to saying what is needed to make it happen, & that is FEDERAL MONEY

For example, in this one
"Being safe is not free. ... The federal government will have to provide the funds for school districts to carry out these measures. Schools will need to hire more staff, put up new classrooms, and have available PPE..."

[I like the risk index they lay out in this piece, and how you can think of a "risk budget" by trying to minimize risk across activities but acknowledge there may be one or two higher risk ones]

Did it in my column too
"Only the federal gov't can borrow the necessary funds. The fed gov't must prioritize a bailout for schools & child-care that both covers budget gaps & provides additional funding to manage the special needs of educating children during a pandemic."

NOW IS THE TIME FOR THAT FEDERAL FUNDING
Staff does not appear out of thin air
Mobile classrooms are not instantaneous
PPE & HVAC must be procured and installed
/5
[The funding really should have come in May, but come on, this is America, what do you expect?]

There are no reopening plans that don't include additional costs
There are no reopening plans that work with a giant budget gap due to reduced state revenue

Funding cannot be contingent
Digital school faces the same state budget gap: school budgets are mostly staff costs
Leave that gap in place and staff must be laid off
Zoom school gets even worse
Plus these schools must still prepare for eventual physical reopening

As always, if we want to reopen schools, the most important thing we can do is suppress COVID transmission

Just realized I wrote a thread about “the pivot” that has one about halfway through
