anything. They had Fiers claiming something salacious, reports were flying around, and the public wanted blood...so MLB couldn't bury their collective heads like they usually do (See: any scandal in MLB history). Because it was so public, MLB had to act.
With no assistance from players, MLB would have been forced to proceed with lawsuits. Lawsuits would mean lawyers. Those smart lawyers would file motions for discovery, and they would be legally entitled to pretty much whatever they asked for, and...
as MLB is now finding out with the Yankees letter, discovery can be a dangerous place many cans of worms they'd rather keep hidden. It is highly likely MLB gave Crane assurances they'd be "light" in the punishment phase if the Astros would wear this one for the league.
Any critical thinking fan, writer, or player has to realize the Astros were not the only team doing this.
So, to answer the original question: Why would MLB & the union be cool with immunity for dirty, dirty cheaters?
Easy: to protect a whole lot more dirty, dirty cheaters.
