"Affirmatively Furthering Fair Housing" is a provision of the 1968 federal Fair Housing Act (FHA), which was signed into law by President Lyndon B. Johnson (NOT President Obama).

Titles VIII thru IX of The Civil Rights Act of 1968 are commonly known as the FHA.
The Fair Housing Act has a dual purpose:

- Elimination of all forms of housing discrimination
- Elimination of residentially segregated communities in the U.S.
While the Civil Rights Act of 1866 prohibited discrimination in housing, there were no federal enforcement provisions.

The 1968 act expanded on previous acts & prohibited discrimination re: the sale, rental, and financing of housing based on race, religion, & national origin.
Since 1974, the act protects ppl on the basis of gender.

Since 1988, it protects ppl with disabilities & families with children, as well as pregnant women.
The act also made it a federal crime to "by force or by threat of force, injure, intimidate, or interfere with anyone... by reason of their race, color, religion, or national origin, handicap or familial status."

All things that are important to the preservation of liberty.
In 2015, the Obama administration sought to strengthen these protections and improve enforcement.
"Communities will be required to set goals based on the data for smarter investments in housing, schools and transportation that will be closely monitored, Housing and Urban Development (HUD) Secretary Julian Castro said. "
So, the strenghtening of these protections, supported by a prior HUD secretary allied with the Obama admin, is now being demolished by the current HUD secretary, Republican Ben Carson, a Trump ally.

So, why did Tr*mp reference the suburbs in his tweet?

It's a dog whistle to those whose political priorities involve the continued suppression of Black and brown communities.

A complete manipulation of the truth.

Republicans don't believe in fair housing, because it impacts their perceived right to live lives free of minorities & the poor.
Interestingly enough, Trump isn't interested in revoking Title X of the Civil Rights Act, commonly known as the Anti-Riot Act, which makes it a felony to:

"travel in interstate commerce...with the intent to incite, promote, encourage, participate in and carry on a riot."
