City signing Ferran (20) for €25m shows why Perišić (31) mustn’t be signed.
Fee + Years x Wages = Package (Cost Per Year):

Ferran €25m + 5 x €4m = €45m (€8.5m).

Perišić €15m + 3 x €7.5m = €37.5m
(€12.5m).

There are better alternatives, you just need to scout properly.
Perišić is 1.5 times more expensive, 11 years older & holds 0 resale value.
Ferran guarantees a (massive) increase in value.

Realistically, Perišić could contribute for maybe 2/3 years of his contract. Ferran, because of his age, could stay at a club & contribute for 10+ years.
"Perišić is good because he likes to sit on the bench".

a) If true, what kind of mentality is that?

b) It’s better to have bench-players that will challenge starters, it makes the starters better.
Gnabry & Coman were too comfortable without someone breathing down their necks.
c) At City there are Sterling, Mahrez, Bernardo, Foden (& Jesus) in his position.
At Bayern there are "only" the the injury-prone Sané, Gnabry & the unreliable Coman.

A lot of young, talented players are fine with starting on the bench & slowly establishing themselves.
I am not saying it’s all doom & gloom because Bayern didn’t sign Ferran. As I’ve been advocating for some time now, Bayern need another young attacker. But to sign someone like Perišić or even Thauvin, especially in these times, is just financial recklessness & not Bayern-like.
Instead of being content with Perišić, Bayern should look at (available) players like:

Stengs
Szoboszlai
Pedri
David
Neres
Almada
Boga
Hudson-Odoi
Ihattaren
Sarr
Hložek
Verschaeren

Or even more overpriced (unrealistic) options like:

Oyarzabal
Dembélé
Grealish
Cantwell
Buendía
