Now that we've seen this normal and legal NYPD operation, I want to talk about how I've seen the I-Card/Warrant Squad process abused against Black and brown New Yorkers.

First, NYPD uses this process to fabricate pretexts to kidnap Black and brown kids off the street and disappear them into precincts for unrelated interrogations. The I-Cards often don't actually lead to a case. The kids are held there for hours, questioned, and then let go.

Second, there is a type of I-Card that doesn't actually communicate probable cause to arrest. Instead, it just communicates that a person is a possible witness or person of interest. It is illegal for NYPD to seize people on the basis of these I-Cards, but they do it anyway.

Third, police will send “I-Card” notifications to NYC criminal courts. As a result, courts will hold people in jail, solely on the basis of the “I-Card,” and in some instances will do so longer than the 24-hour limit for warrantless detention. https://twitter.com/tfort9/status/1288453386996797441?s=21
