When he makes empty promises like this remember this following: https://twitter.com/elonmusk/status/1288265150928125952
1) Tesla wouldn’t license their supercharger technology on reasonable terms to other OEMs, nor make it a standard, so they had to come together and create CHAdeMO and CCS standards
2) Tesla has open sourced much of their IP catalog for free, but so far no real player has taken them up on it.

I believe there is one Chinese Ev that tried to use it, but they were sued (not Xpeng, that was for autopilot)
3) Both Daimler and Toyota had strategic partnerships with Tesla early in the last decade, and both owned sizeable stakes in Tesla. Arguably the two best OEMs in the world, and both of them ran for the hills after working with Tesla
Yes, bulls will laugh and say “look how dumb they were for selling” but imagine how bad the relationship must have been to leave ASAP upon getting a peak behind the kimono
4) Tesla doesn’t have a modular platform and is therefore constrained to either providing direct competitors to its cars (likely far better assembled and painted) or just providing powertrain components (including battery).

If they were actually ahead, OEMs would jump on it
Look at the now ubiquitous 8HP45 series of transmissions for a perfect example
You see ZF transmissions in most European cars today. You also get them in Chrysler’s, but with the quirk that Chrysler makes them and labels them as 845RE transmissions.

Why wouldn’t an OEM take Tesla up on its designs in a licensed agreement? You could make them more reliably
I suspect the answer is that, when they have inquired, Tesla wants to be the sole supply source for them for the vehicles and/or powertrains.

There is no way an OEM is going to rely on Tesla for that, they are too unreliable and the brand reputation is at stake
What Elon is really saying, but with spin, is that they currently need a partner to achieve economies of scale
There is only one player that Tesla fits well with IMO, but FCA already found its dance partner in PSA
