The legacy of New Public Management is still deeply embedded in our institutions: belief that anyone other than civil service can do it better, generalist contract management instead of areas of expertise, and creeping growth of the shadow civil service...
These are good case examples to add to already significant existing evidence that actively reinvesting in high-order public admin skills (public policy analysis, evidence-informed programming & iterative evaluation) is mission critical to figuring out how we navigate forward.
