Here’s my main choices: Havertz, Willian, Buendia and Dembélé. In that order.
These choices are based on a combination of MY personal preference, as well as players that United have been linked to. (Dembélé specifically)

We’ll start with Havertz.
United could probably only pay 60-70 million this window with either installments or incentives down the line, making this not only a cost effective signing, but an immensely talented one.

The 20 year old starboy has spent the past 2 years of his career smashing records in the Bundesliga, as well as being able to fill any gap Leverkusen needed.
In 2018-19, he was voted the best outfield player in the league by his colleagues. Ahead of POTY, Marco Reus.

He would start as the right inverted winger for Ole if signed. With his magical left foot, he’d thrive in this situation. Similar to Rashford, his off-ball movement and creativity would compliment his outstanding end-product when he gets on the end of a chance.
Above all else, Havertz would offer depth to every position on the field. He could go as deep as an 8, or as high as a 9. He’s also confident with his right foot, and if needed, could play out on the left wing. He is without a doubt, my priority signing this summer.
In my opinion, he is the talent everyone will regret not signing.

Next is Willian.
I’ll keep it short because I know most people switch off when they hear his name.
Cheap, doesn’t need game time, impact sub, still has some left in the tank.
For no cost at all, he’s much better depth than Chong, James or whatever other trash is on the bench.

At 31 years old, I’d predict Willian has about 2 years maximum of true use left in him. There’s no reason to play a guy like Rashford against Tranmere Rovers or even the lower half of the Premier League.
United don’t have youth there, so experience is my preference.

Next, is the complete inverse. Buendia. 23 years old, big future ahead.
One of my favorite players in the Premier League this season, Buendia is a player United NEED to look into fast.
Norwich’s relegation means he should come at a cut price, and he is absolutely stellar.

Despite a few moments of brilliance from players like Cantwell or a strong start from Pukki, Buendia is truly who the most to the relegated Norwich offense, even contributed heavily in the defense.
This would truly be “good business.”

Last, but definitely not least, Ousmane Dembélé.
This is probably the riskiest signing on the list, but in my opinion, the highest upside.
Dembélé to me, is the most talented player in football. He lacks nothing… except his mentality.
Ole MAY be able to get this on track.

Despite all this talent, 30-40 mil is a lot of money in this market. Buendia might not have the same upside as Dembélé, he’s absolutely more of a sure bet. That’s the only reason that I have Buendia over him in this list.
All that said, his injury record is also a concern beyond the mentality. He’s missed a total of 79 games since moving to Barcelona, it’s no surprise that they’re willing to cut ties, and I wouldn’t be opposed at all.
