The union environment ministry made a significantly misleading claim in a statement it filed in the Karnataka High Court to show that it had ensured “wide publicity” for the proposed new law for environment clearance 2/9

In a written statement to the court, the environment ministry mentioned its past communication with state governments and state-level green agencies about an older version of the proposed EIA law 2020 to claim that it gave the latest draft 'wide publicity'. 3/9

2 weeks earlier-Delhi HC had ordered the Ministry 2 translate the draft of the controversial new law into India’s 22Local languages 4 wider public consultation. Not only did @moefcc refrain from doing so, it also didn't consider translating the Draft1 of its responsibilities.4/9

Moving on
July 22-the @moefcc filed a “statement of objections” claiming that a draft of the Environmental ImpactAssessment notification was already shared with state governments and state-level bodies responsible for implementing env regulation almost a year ago.5/9
A Zero Draft of the said Notification on the name of Draft EIA 2019 was sent to all State Govts; State Level EIA Authorities and State/UT Pollution Control Committees on 15th April 2019, almost one year ago,” the environment ministry told the court in its written submission.6/9
Careful scrutiny of the Zero Draft (2019 draft) – shows that not only are these two drafts significantly different, BUT the 2020 version of the proposed law is worse for environmental protection than the 2019 version, which consequentially dilutes the current law.7/9

July 23 - Karnataka HC said that it didnt agree with @moefcc’s written statement that it neednt translate the draft notification into regional languages. The HC warned in its July 16 order that it may stay the law till wide consultation is conducted. 8/9
Bonus: @moefcc’s reluctance to translate the draft in 22 regional languages keeps a major part of the Indian population in the dark & this has a significant impact on public consultation + jeopardises the chances of drafting a better law
