The regressive thinking of the NYDMV, Bill de Blasio and Liz Kreuger combined to create a situation where the only legal way for a private company to provide rental last-mile transport was to use the heaviest, fastest, highest-acceleration form of personal EV that exists.
Revel chose Class-B mopeds, restricted to 30mph, because they're registered motor vehicles that can be operated with a drivers' license but without a motorcycle license.
It's literally the only legal mass-marketable personal EV option because of NYC's dumb laws.

There are better ways. There's a happy medium between the potential chaos of dockless ebikes and scooters and the inflexibility of the docked version: Integral cable locks.
A built-in cable lock on the bike of the scooter, which the user is required to lock after their ride.

Or, better: Break Citi's monopoly on docked bikes. Let other companies lease street space and meet demand.
