It's a surplus military form of tear gas which is made of arsenical diphenylaminechlorarsine. It is technically a chlorine gas.
It's data sheet describes it as a canary yellow gas in high concentration, becoming colorless as it's diluted.

According to the datasheet it's hazmat designation is a 6.1 poison.

What concerns me is that it is potentially deadly in relatively small concentrations. Depending on how it is being deployed it could lead to some extremely serious side effects.
Considering these people are mostly untrained, I'm guessing they have no idea how to use it.

Irreversible effects can be caused by a concentration of 9.7mg per cubic meter in 10 minutes of exposure.
Death can be caused by 17 mg/m3 in 30 minutes of exposure.

i.e. holding people in the gas, those concentrations can be exceeded many times over, leading to accelerated effects.
This gas is nasty stuff, please make sure to steer clear if you see yellowish gas coming from a canister. It can be lethal even in small doses to 1% of the pop.
