They write them as if they are just ticking a box off a list. No thought given to whether they are comprehensible; whether readers can even understand what they mean
The idea seems to be to say that we wrote those guidelines. Job done.
The idea also seems to be to play it safe and have plausible deniability in most situations. Get credit for the guidelines, but avoid all questions and criticism by making them sufficiently vague 😠
