Got the NJ absentee ballot file for the July 7 primary and it is not pretty. Of the 1,313,275 ballots received, 940,013
still have no processing status other than being noted as "Received". Of the 373,262 that have been processed, 27,135 were rejected, a rejection rate of 7.3%
The most frequent NJ absentee ballot rejection reasons (understanding this is partial reporting...I suspect the "Received After Polls Closed" is likely to increase as more ballots are processed)

IF YOU VOTE A MAIL BALLOT CAREFULLY FOLLOW ALL DIRECTIONS!

Failure to do so may result in your ballot being rejected and your vote wasted
How can NJ fix this? I'd recommend the best practice is to place the certificate's signature line on the outer envelope, not the inner envelope. And I'd make sure there are big arrows pointing where the voter needs to sign

It is not too late to fix this before November
I see a lot of people saying that the only solution is to vote in-person. NJ is just a poor state (unfortunately not the only one). Other states, esp. the all-mail states -- have figured out how to run mail ballot elections. In 2016, nationally only ~0.5% of ballots were rejected
What about 3,111 rejections because "Ballot not enclosed"? I suspect this is not voters forgetting to return their ballot, more likely they did not place their ballot in the inner envelope or did not include an inner envelope at all
