In the first point, he states that a church doesn't have to meet in doors. A church can gather outside, etc., or find all sorts of different solutions to this problem of meeting. He cites JD Greear's church splitting into several house churches, for example.
The problem w/ GCC is that the facility is limited to space. There is a tent where some can meet. Also, CA has forbidden any size groups from meeting. So house churches are out of the picture as well.

Under his second point, he talks abt Gov. restricting churches in America's past, like WW2 & a congregations response. The idea being that it is not unreasonable for gov. to restrict church meetings for a pandemic. Okay.

All gov. have been wildly inconsistent w/ their enforcement of mass gatherings. Funerals can be held for civil rights leaders, but a widowed husband can't have one for his wife. Churches must meet in small numbers, but rioters can swarm in the street in great numbers.
With such a massive disconnect in his reasoning & contradiction in application of principle, you can understand why his "Response" is largely falling on deaf ears.
