There should be a risk assessment done of the ability of foreign governments to manipulate Australia's anti-discrimination industry.

This timeline shows, at the very least, that China is using the anti-discrimination industry to undermine our nation.
Before we get into the timeline, it must be understood that:
- complaints do not have to be verified to 'damage',
- there is no way to confirm who is lodging complaints, and
- it is entirely possible that agents are lodging complaints on behalf of foreign governments.
This system carries no penalty for false or vexatious complaints. As such, this system is open for abuse and has been abused by serial activists.

It should come as no surprise that foreign agents may also use this system for their own ends.
April: Australian Council of Human Rights Authorities stated:

ACHRA is deeply concerned by reports of racist abuse and discrimination across Australia since the
outbreak of the COVID-19 pandemic.

1 June: NSW ADB press release states:

In a four-month period (between 1 January to 30 April 2020), Anti-Discrimination NSW received 241 official complaints, 74 of which were on the grounds of race – that’s over four complaints a week.

9 June: ABC reports China has issued travel warning for Australia:

China's Education Bureau has taken the rare step of warning Chinese students about studying in Australia when campuses are set to resume classes in July due to "racist incidents" during the coronavirus pandemic.
From this it is clear that the NSW Anti-Discrimination Board has, at the very least, been used by the Communist Chinese government to promote anti-Australian propaganda.
It is important to note that there is no clarity from the NSW ADB as to who lodged the complaints, what the complaints are or whether they have been upheld.
From this and given the ease at which this system has been abused for political purposes, it is entirely appropriate that questions be asked as to whether the Chinese government has taken advantage of this system to undermine Australia.
There is a risk that Chinese agents have used the NSW anti-discrimination industry against Australia. Questions should be asked as to whether any risk assessment has been done...

If the Chinese government wanted to claim in the UN that Australia was racist, all it would need to do is have agents lodge complaints - for any reason - with the NSW ADB.

They do not even need to be verified. All China has to do is wait for the ADB's breathless press release...
