Spending for S&T devt is relatively low. Latest data available on gross expenditures in R&D stand at only 0.16% of GDP [2], very far from the UNESCO standard of 1%, and lagging behind neighbors Indonesia (0.23%), Malaysia (1.44%), and Singapore (1.94%).

In 2015, nearly half of the P21.87 million invested in R&D was done by the government, while 38% of investments came from business.

Most science and tech in the country is imported. The dwindling manufacturing and productive sectors - from 49% of GDP in 2000 to 39% in 2019 [3] - often rely on imported equipment and expertise rather than build in-house or tap local R&D.

... Industries in PH only spent 0.06% of their revenues on R&D. Govt only allocated 0.55% of its budget for research. Here lies d crux of our problems in S&T sect. With lil support frm govt, pref for imports, & dwindling real industrial base, we can’t expect local S&T to flourish
