In all cases, PRC scholars needed to be employed or studying at an MoE recognised public HE institution or school (for FLTA).
CSC simply processes the applications *after* the decision is effectively made in which PRC scholars will apply.

VRS aimed at PRC scholars in arts humanities and social sciences, in most cases (if not all) *with a focus on the US* and they must hold Assoc Prof or higher tenure rank at their Chinese university.
PHD allows for approx 20 doctoral candidates per year to conduct dissertation research in the US

Every single PRC Fulbright candidate has an appointment approved by the MoE or provincial education bureau equivalent to at least Lecturer capacity, while doctoral candidates are fully funded by the state.
