CA, CO, HI, OR, UT, VT, WA, and DC are sending all/most voters a mail-in ballot and 8 more states (IA, WI, IL, MI, MA, MD, OH, DE) are sending voters mail ballot applications — you can request your November ballot now in almost of all the remaining states! https://www.voteamerica.com/absentee-ballot-deadlines/
If you're nervous about the USPS right now and worried about sending your mail ballot through the mail, you have the option to 1) drop it off in-person at your local elections office and 2) in some states, drop it in a secure ballot drop box (this isn't an option everywhere yet)
The USPS recommends planning for a 14-day round trip at least, but given the sheer volume of mail ballot requests your local officials will have to process and fulfill, I'd ere on the side of caution and request a ballot well before 2 weeks prior to 11/3 https://twitter.com/tonydokoupil/status/1286728258940280833
