Kamarajar noon meal scheme was intended for poor kids but that is foundation & cause for TamilNadu industrial revolution.
Without noon meal scheme for elementary kids,kids of daily wagers wouldn’t have considered attending the school.Still middle school dropout rate was high.

MGR extended noon meal scheme to middle school to further support poor but it indirectly reduced school dropout rate. MGR Government opened several private engineering colleges to fill the government exchequer which was drained due to social policies.

But government ensured 50% seats are reserved for merit based students. This paved way for economically backward kids to enter engineering colleges.There by not only improving the literacy rate to 80% but also improving technical population base drastically.

Bottom up reason applies for IT industry growth since TN government didn’t provide good infrastructure support.
Now most industrialized state list includes TN due to bottom up people support & on par with Maharashtra, Delhi & Gujarat which obtained top down government support.

Same applies to IT Industry, TamilNadu is on par with Delhi, Karnataka and Maharashtra.
