Firstly, make sure you patronise the person you're replying to in the first sentence.
Next, tell the person who is giving their experience of accessibility failures on your site that you aren't willing to host those discussions.
Next, despite the fact that your moderators seem perfectly capable of managing other discussions, stress that its not fair on them to be asked to moderate posts on disability issues, because of course, disability access is just too unfashionable for you to bother with.
Then, tell the person with access concerns that you've tried (when what you really mean is you just locked every post and archived it so no one saw how big the problem is)
Tell people that the best way to get you to listen to them is via email. Obviously, the survey you put out was supposed to be for feedback but you know that the survey is meaningless because the people with access issues couldn't access it.
Finally, to really make disabled people aware that you are willfully ignoring their concerns, tell them to email you and that you read every message. That way when the email goes unanswered, the disabled person will know you've read it and that you don't deem it worthy of a reply
