the Pompeo speech reinforces my conviction that, inasmuch as there is a strategy, it's to steeply worsen the risk environment for US companies in China in order to force decoupling.
This also makes sense when you think of the group behind this as seeing the business faction in the White House as their enemies on this, and adopting tactics that do an end-run around them.
What that means is that this is very unlikely to be accompanied by the kind of industrial or economic policies actually needed - in the way that, say, Taiwan has done (and we have a piece on this from publishing soon) - to handle the scale of decoupling.
