T@lib is an extremely experienced internet troll. I hate that I have experience with this but she is correct, he knows how to word his tweets to hit the skirts of inappropriate but not a suspend-able offense.
so I know there are official terms for what he is doing but I don't know them, I'm just basing it on what has happened to me.

This is done two ways- "dogwhistling", when an account signals their followers by tweeting at the person they want targeted or otherwise letting them know of their @. When I tried to go private dogwhistle accounts screenshot my tweets to their tens of thousands of followers
But they did it with really innocuous tags like "tweeter thinks all interaction is rape" (this was when one of my tweets on the rape pyramid went viral and I had to deactivate my account). So whatever comes of that they can always say they did not incite violence.
from there the followers found my email, my blog, articles I wrote etc and began sending threatening messages everywhere.
The second (and how he is able to spam her) is by re-wording her tweets to make them sound threatening in his own tweets, and sending out that message repeatedly.
Regardless of the fact that it is a lie, because it contains portions of her tweets he can always say he was "defending himself". That is why he keeps saying she accused him of being a molester and "doxxed" his wife in every tweet.
when you report it, the tweet at face looks like he is defending his reputation, not spamming her mentions. Because you are reporting individual tweets, and he has this same sentence in almost every tweet.
When they spammed my account the trolls would start with "so are you saying I'm a rapist? Are you saying I deserve to be lynched?" before launching into their threat.
Of the dozens of tweets I reported, twitter only suspended one account because they forgot to sound threatened before they said they were gonna skin me and hang me. I believe they also said the type of knife. Fun times.
All of that happened in the span of a few hours for me. Because it was the second time I'd hit the wrong side of twitter I knew what I had to do was make a dramatic "you win" tweet and deactivate my account. I watched them high-five for a week and move on to their next target.
Oh, and another thing they do is weaponize your tweets and mass-report them. They'll search your name for tweets that have words that the algorithm will automatically suspend you for without investigation and report them.
so if you wonder why I never fully spell out cuss words, or spell words like "k!ll" or d!e" like that, or use symbols in people's names like 0Mar, it is to decrease the amount of suspend-able tweets that people can mass report that would get me auto-suspended.
It's a crack in twitter. Twitter has many cracks but those are ones most commonly used by trolls to drive you off the internet. There isn't much you can do on that side, unfortunately. This ends when someone he listens to puts their hand on his shoulder and says "fam, enough".
