Dr. Pour: the last 3 days have been worrisome to me. three days in a row over 100 cases. also, positivity rate is above 10%. It's over 11% now. Last week, it was 7%.

Mayor now at podium talking about CARES Act funding. Still no agreement with Douglas County or State of Nebraska in terms of what share the city will receive. She's asking for immediate decision for funding.
Mayor: "We are in a real critical time now." Last thing she wants to do is layoffs. Up to now -- part-timers have been the ones largely affected. Most pools didn't open -- libraries and community centers remain closed.
Phase 3 restrictions remain in place. Moving towards Phase 4 looks more like the end of August and not August 1 as previously thought.
