NEW: Leeds City Council say it was their plan with @LUFC + emergency services all along to have an open top bus "hidden from view and not promoted" in case fans gathered as "a method of bringing the gathering to an end" outside Elland Road last night @itvcalendar (1/3)
They went on to say that after thousands gathered at the ground, "the decision was taken to deploy the bus plan which proved effective" as most fans left the area "within 40 minutes" (2/3)
The statement also reads "we were very clear... that people should not gather at Elland Road".

In summary, the contingency plan to stop people gathering outside a football stadium for a prolonged period during a pandemic was an open top bus. (3/3)
For clarity, the decision was made following a meeting of the Leeds United Safety Advisory Group, which includes reps from Leeds City Council, LUFC, all emergency services inc @WestYorksPolice + the @EFL
