Okay follow me down a little rabbit hole - as I know this may seem fringe hypotheticals, but the timing just seems a little off... so election integrity. Here are a few things that aren't making sense.
1. The USPS - basically picking a Postmaster General under the guide of making USPS run more like a business (it already is a chartered government enterprise like FannieMae and FreddieMac among others) - but literally the first major action is to delay 1st class mail.
... this is where absentee balloting comes in, which, obviously has been used since the Civil War for voting. States said they were playing on expanding on this in March just as COVID-19 was spinning up, and the rhetoric claiming it fraudulent expanded from the WH & proxies.
2. Census - recent news about discarding undocumented immigrants from count for seat apportionment in Congress - even though the Census is "living people" in an area, legal or otherwise - counts. This is important for protecting seats that have become less protected due to ...
... gerrymandering rulings as well as demographic changes. This again, sows the idea of undocumented immigrants voting, which is not only not allowed, but to register and vote requires a lot more verification than a simplistic view of it purported by the WH & proxies.
3. COVID-19 - well beyond cases, such as WI where it eventually forced in-person voting for the primaries, it was also the cases to see which state leaders would use the same COVID-19 masking and public heath rhetoric the WH uses to spoke out "true believers"...
... As the sites, through Federalism are in charge of the actual elections - both in operations as well as policies - it puts a fine point on which ones will or could be reliable to push for certain regulations & requirements such as voting machines & in-person v. absentee voting
4. Disinformation - Edge case "fraud" being used to amplify that if it's been found it must be everywhere... when in fact detecting it means that it's being caught, and not getting by. Other cases have tended to lean more on the party that is calling fraud as the perpetrators.
... concurrently, not unlike Russia was discovered to be doing in 2016 and 2018, 2020 is also seeing an uptick in interference via disinformation by external to the US parties and interest. Much like we were taking shoes off for airline travel for a detected failed attack ...
...adversaries have moved to other methods while we tend to continue to look at what was versus what is. Add to the fact the purported "integrity issues" of the election apparatus is being amplified, it's merely a playbook to sew questions of using what remains come November,
5. Federal Interference - noting that through Federalism, states manage the elections. The recent use of Federal forces to supposedly focus on quelling violence in cities not only kicks up the knowledge of how these forces may operate in an urban environment...
... but if recent interviews are to bear truth, that the current resident in the WH refuses to leave after an election (with counting of absentee ballot possibly stretching weeks post election day) - to see which agencies and Federal LE will move and operate blindly by command...
... this will be the most worrisome if it comes down to it, because unlike the military, which has been very open about following the rules and have rebuked much of the initial actions in supporting policing of protests, the Federal LE management is something else entirely.
Those are directly led by loyal appointees to the appointer, not to the institution. This would put almost any agency's LE arm into direct control of the resident of the WH - and with many in an acting capacity - it put them at odds with some peculiarities of the Vacancies Act
Ending - so here's just a few non-technology issues that have crossed some of my research for some panel questions we are doing for the sequel to the @shmoocon #ElectionSecurity panel. We will touch on Pepollbooks, election machines, and other things. But some stuff to ponder.
