Let me try to gently deconstruct this claim, and demonstrate that it is not merely a nonsense, but — and irrespective of whether intentional or not — a particularly malignant nonsense that occurs as a byproduct of methodological collectivistism.

There are two possible general logical consequences of this way of reasoning: *necessarily* and *possibly* racist.

One is that NOT ALL nationalisms have been symbol-driven (myths, images, words).

The other is that ALL have been symbol-driven, but with different effects.
If not all have been symbol-driven, some nationalisms must have been intrinsic and by no means effectuated by culture.

That said, even though BOTH being expansionist, a Serbian variant is organically-, whereas an Albanian culturally-mediated.

A pure racist reasoning.
If the other is implied, that is, that even though both nationalisms (Serbian and Albanian) are symbol-driven, only Serbian is genocidal, because genocidal potentials of Serbian national symbols are high, whereas of Albanian national symbols low.

Has this been proven?
No. It’s not even intuitive.

It can only be arbitrarily assumed. But let’s suppose that it is true for the sake of deconstruction.

How such a difference in genocidal potentials could have been explained?
Proposition 1 (racial):

Serbs intrinsically produce genocidal symbols.

There is, it may be impied in the outmost racist manner, something in the Serbian nature which makes Serbs generating genocide-competent symbols.

This reasoning cannot be more racist.
Proposition 2 (contingent):

Some factors, from ecological over demographic to exogenous (foreign influence), have made Serbian symbols genocide-competent.

Since the assumption of a higher genocidal potential of Serbian national symbols is arbitrary, this reasoning is motivated.
Accepting that the claim about genocidal and aspirational nationalisms can be based on two possible ways of reasoning, of which one is necessarily racist, and the other racist by a chance of .5 (the rest being suspeciously motivated) we can say that it is:

Probably racist.
Racism comes as a consequence of methodological collectivism, which is determined by the prevalence of arbitrary over analytical thinking.

Most often, arbitrary thinking is emotionally-derived.

The origins of certain emotions, however, vary between individuals.
