I find it interesting that different governers are setting the cut-off age for masks at varying ages ranging from toddlers to teens. So scientific.
It's not about age. It's about whether your character is a 1, a 2, a 5, an 8, a 9, an 11, etc. There is a countdown.

It also correlates to what minimum number a person must be in order to survive whatever event is associated with that region. It's a map for those playing the game, like a scavenger hunt. It's a way to designate who is up for sacrifice on the next ritual date.
There is nothing scientific or COVID related about these vastly differing cut off dates.
